Summer Planting Guidelines Over the six years that we have been in business, many of our customers have shared their thoughts and experiences on summer and fall planting. I have drawn on their shared thoughts.
In Zones where hard freezes do not occur (Zones 8b and higher) it is possible to plant year round. In general, the colder the climate the smaller the window for planting into the ground. The goal in the north is to establish the plant before the ground is frozen for the winter. It is also desirable to achieve a bit of new top growth that has time to harden off.
It is true even in 8a everywhere that late soft growth usually will not make it through the winter. After hard freezes we trim damage back to firm white wood to prevent rot from spreading into the roots. The true black of freeze damage may not show up for several days after a hard freeze, so we do assessment walks spaced a few days apart.
There is a link to the USDA Zone Map on the 'View Hardy Roses' page accessed from the top white drop down window on the left margin of our website. My own garden experience is primarily in Zone 7 and Zone 8a. In these Zones most roses can be planted when the coldest winter weather is over, usually about mid January through September.
I know gardeners in 7 and 8 who sometimes plant own root roses in November with only occasional failures. This really is a matter of tolerance for experimentation and risk taking. In general the Hybrid Teas, Noisettes, True Teas, and Chinas should not be used for very late or very early planting.
